The development and modernization of the Libyan Arab military through developing the defense systems is a strategic step towards staying up to date with the modernization in all fields of the military war fare. Which in fact is to take the society from the circle of retardation to the circle of development.

The application of the methods and mechanisms of quality advancement in the military field(defense sector) is of the utmost importance to stay in touch with the new and improved defense mechanisms. Insuring the attainment of quality and the best work is a religious and national duty. We have to learn how to accomplish things in an appropriate way from the first time and every time. And this happens when quality is understood and implicated. Whilst raising awareness about its importance among the Libyan army(defense sector) and especially amongst the new generations. To transfer the development and technology and reinforce it in order to establish a consistency between the military training outcomes and the needs of the real defense development .and to reach the best possible outcome it is important to insure full quality control in the military training institution. As a result of the immense success of the quality control management in different sectors economic ,industrial, commercial, technological and services military sectors and the emergence of competition between these organizations to acquire the best trainer to satisfy the general society and build the military. The real question is can the military training institutes take the same road that the production and service based industries took to reach the best optimum product therefore satisfying the trainer. Through a descriptive theoretical method this research explores the concept of quality and administering full quality control and its basic components.
Taking off from the idea that the youth are responsible for defending the country and that they are the pillars of future and to take this segment to the highest levels of different types of military training. Taking in to thought the many challenges facing military training in all its different aspect and the defense mechanisms in the current time period there by it is most necessary to graduate new trainees with the required set of skills and attributes.
If quality control is an important issue in commercial organization then it is even more than important in military organizations. It is all conduct on a very high level of planning and international standards.
In the last two decades there have been many attempts at applying quality control in schools, colleges and universities .appearing in a decent number of methods following the example in the standard international ISO 9001 which is recognized as an international criterion as many countries around the world have taken to it such as Australia, England, Poland and Ireland. It is used as a scientific method used to assess the institution. All of these factors add up to increase the overall productivity of the training institute. It also focuses on the needs of all parties affected the trainees, parents, local community and the trainers and admin in the defense sector.
The ISO international organization has released a document concerning the application of the international specifications which are in fact a number of directions and guidelines issued to those training institutes that would like to implement the full quality control.
Others have interpreted the concept of quality training as "the ability of all characterizations and distinctions of the training product to fulfill the needs and requirements of the trainee ,society and all internal and external sectors affected".
Administering total quality management and the procedures concerning the quality of the military training output. Seeing as the training process is to build the future generation with very good capabilities and keeping in touch with modern technology to move forward and advance with the future of the defense sector and the Libyan society in general. And of the object of research consists of three main sectors which are:
1-The role of the trainer in the training institute is to be able to fully implement total quality management and to excel in the appropriate teaching skills and different military training techniques. 2-The devilment of the training teaching curriculum and its relation with the quality of the trainer.
3-The preparation of the intellectual and physical circumstances for the trainees and their role in the training process.
The importance of the total quality management in the modern training institutes :
1-The total quality management proposes a futuristic plan and puts the rules and regulations to insure the quality of training in the institutions of military training and Libyan army in light of what may be expected in the future.
2-This project is considered one of the new ways of modern training to stay up to date with the international and national changes.
3-There should be full commitment from the country and different organization in guaranteeing the quality of the military training.
4-the results of the study show that there is a strong relationship between the total quality management and the relationship of the quality of the military training and the needs of defending the nation.
5-the results verify that the concept of good military training is the key to changing the future of the Libyan society and the uplifting of the defense sector and fulfilling national objectives.
6-the study's results unveil the full awareness that the members of the Libyan ministry of defense have towards the total quality management and it advantages towards the Libyan military training. And their positive position towards it. 7-the results deliberate the defense ministries position towards the military training process in the Libyan society. Which insure the that the public interest of the Libyan society is in the achievement of the quality military training. The recommendations based on this study:
1-the ministry of defense should work on raising and spreading the culture of quality military training to the leaders in the institutes and directors of military barracks and trainers on all levels via workshops, intensive courses ,conferences and printed leaflets and publications.
2-spreading the culture of quality military training and total quality management using the press and the different types of media.
3-preparing a future study concerning the development and evolution of the scientific training that the world will be exposed to in the next two decades. The fields of defense available and its different types and how are the curriculums and types of teaching going to respond to them. Changing curriculums to shy away from dictation and push them towards analysis and criticism and also encouraging creativity and innovation.
4-inviting all of the parties interested in the issues of military training and the level of quality in it and the whole of the civilian society including all of its different categories and organizations to have a deeper and more focal role to administrate total quality management and achieve its goals and its significance in the field of military defense.
